Draft 12 has the mark-ups of the final changes that we did and why we did them. Each of the twelve drafts had several sub-drafts, so there were many months of editing before this was finalized. Draft 1 was done in January, 2001 and draft 12 in February, 2007. The new constitution was ratified in May, 2007. It was quite a process of editing. Microsoft Word came in really handy to track all of the changes over the years. Finally, the new Constitution."
